UCO ELECTIONS - SOMETHING TO THINK ABOUT

-
Please do not vote for any person for the Executive Board,  who is currently sueing UCO!

Please do not vote for any person for Vice President of UCO, who has in the past been a co-plaintiff in an unecessary law suit involving UCO in legal conflict with WPRF!
-
Why indeed, would such persons seek UCO Office? Are they capable of exercising fiduciary responsibility?

PALM BEACH COUNTY BOARD OF COMMISSIONERS GIVE GREEN LIGHT TO REFLECTION BAY

-
WITH PROVISOS
-
The Board of County Commissioners greenlighted the Reflection Bay project today, with a number of conditions:
-
1) A PBSO substation is to be built first.
-
2) There is to be a fence.
-
3) There is to be a "trolley" between CV and Reflection Bay, if CV so desires.
-
4) There is to be a small Golf Course, behind the Southampton Association buildings, circa 14 acres.
-
5) Enhanced testing for toxic pollution such as arsenic and other pesticides required.
-
Of particular concern is the clear lack of understanding on the part of the BCC as to the function of UCOs actual role in CV governance! They seem to think UCO is a HOA, or A Condo Association or perhaps a Master Association; wrong on all of the above!!
-
Items 2, 3 and 4 above were stipulated to be presented to UCO for it's approval. This is unacceptable, as UCO has no such authority to approve such events. These would all have to be presented to the Delegate Assembly; and as you can see there are MANY details to be developed.
-
The final blow was the proviso, that if said approval was not received within 60 days, the project would go forward anyway.
-
The vote was four to three in favor of Reflection Bay, with Commissioners Burdick, SantaMaria and Valeche voting against this taking of our In Perpetuity rights.
-

Rights of owners?

I want to clarify some my rights as an owner. Does an owner have a right to attend his/her association board meetings?
I have been denied attendance by members of my board, and they have made the excuse that I  am "mentally unstable" and "violent", because I have a service dog. Please, if anyone out there thinks that I am what they say, let me know why...
I have never done anything that would warrant such comments, nor prejudice towards myself, nor any other veteran.  I find this extremely discriminatory and will be seeking legal counsel.
The shame of these few have really disturbed me to the point of asking, why am I living in Century Village. These people have damaged my reputation. I have done nothing but try to help my association and its members and make this a better place to live, but I am having my character attacked without reason.
...................................................................
Hi Bob,
This one is a bit scary, and may be answered simply by reference to applicable State law.The following is extracted from FS-718 the Condominium Act, and is quite unambiguous:
......................................................................
FS-718.112

(c) Board of administration meetings.Meetings of the board of administration at which a quorum of the members is present are open to all unit owners. A unit owner may tape record or videotape the meetings. The right to attend such meetings includes the right to speak at such meetings with reference to all designated agenda items. The division shall adopt reasonable rules governing the tape recording and videotaping of the meeting. The association may adopt written reasonable rules governing the frequency, duration, and manner of unit owner statements.
.......................................................................
As for having your character attacked for trying to do good!!! join the Club.

UCO SHOULD

I think UCO should Publish in a box on the front page of the Reporter any and all monies expended because of the malcontents legal fiasco. This should be a monthly feature for all to see. UCO could be spending the money for useful purposes in the community instead of blowing it, defending itself from a crap law suit.

unauthorized rental/squatters

an owner who lives in NY has breached our bylaws and has unilaterally decided to rent out her unit for four wks ---some man who claims to be an assn prez - says he is letting the people in tomorrow - we don't know how he has the keys or his connection to the owner - besides the breach of the rental rule in the bylaw - these people have not been investigated - our prez is attempting to contact the unit owner - we want to know what is protocol to keep these squatters out of the unit/village and who to call for help getting them out - the unknown man who is aiding and abetting these people -says he is bringing them in - that's that ---sorry this is scrambled but another board member and I are really tramatized by this situation - we definitely do not want illegal rentals going on here ---we are in fear for the safety of our assn/neighbors and CV in toto ----thank you anyone w/guidance- we only know that we might have to wait until tomorrow Wed a/m to contact our VP Bob Marshall ---but are hoping to be able to do something tonight

REMOVAL OF TERM LIMITS FROM UCO OFFICER POSITIONS

-
The Case for Removal of Term Limits
-
As you are undoubtedly aware, at the next meeting of the Delegate Assembly, March 1, 2013, Delegates will be asked to vote to approve a Bylaw Amendment to remove all term limits on UCO President and the four Vice Presidents. Also in  March , 2013, UCO Vice President Robert Marshall will leave Office!
-
Bob Marshall is a veritable sea of experience and knowledge of UCO Operations, acquired over a period of years of Service to our Community at both Association and UCO levels, He Knows the key triumvirate of  Process, Law and Bylaw and to put it bluntly, he will be deeply missed in UCO, for his calm and reasoned hand.
-
It is a travesty that the current Bylaws do not permit him to run for The Office of Vice President which he will soon depart, due to the current Term Limits provision!!
-

UCO Officer positions are not OJT slots:

  • Term limits remove from office people who have extensive experience in making government function. As a result, legislative bodies and executive branch departments may become less efficient as newcomers OJT and become familiar with duties and processes. The newcomers also are faced with the task of getting acquainted with the many key contacts, such as local Officials, and vendors who enable UCO Operations to function efficiently.

Loss of Knowledge

  • Another problem with term limits is that UCO routinely loses the substantive knowledge of veteran Executives. Many veteran officeholders are experts in certain subject areas. The new officeholders may bring good ideas and good intentions, but it may take a long time for the officeholders to acquire a deep understanding of various policy issues.

So, I ask that Delegates consider this issue very carefully and vote to allow experienced and effective UCO Officers to compete for their positions and extend their service to our Community as long as they are Efficient and Effective; vote to sweep away Term Limits for UCO Executive Officers.

The following is sent along by our neighbor John Gluszak:

"It is hard to believe what is happening in our golden years. We have moved here for a better life, all it is, is chaos. There are neighbors against neighbors, cousins against cousins; its like the Hatfields and McCoys. Lets all just stop for a moment and kick some "butt":

Election Q&A

Q: Somewhere there was a question of how many open positions are in the March 1 election:

A: The 4 Vice Presidents serve staggered 2-yr terms, therefore, 2 position are open for the next election.
The 20 member Executive Board also serves staggered 2-yr terms, therefore 10 positions are open for this election.
Please! you do not have to vote for 2 or 10 candidates, only vote for the good productive candidates that you know.

Q: What is the term limits bylaw change about?
A: It is odd that of all the officers only the President and Vice Presidents have term limits and cannot run again after 2 terms. Other officers can run repeatedly, presumably because their experience is valuable. Surely the experience of the President and Vice Presidents is equally valuable.
Also read the article in the UCO Reporter on page A13.
Vote for the bylaw removing term limits for these hard working officers.

UCO Elections- Tough Choices

Below I have reposted a list of signatories to the presidential recall petition that was voted on and rejected by the Delegates on 2/15/12.

Some of the people who signed that petition are running for UCO offices next Friday. One is a plaintiff in the upcoming lawsuit against UCO.

If you feel, as I do, that the last month of UCO business was a waste of your time and a sign of community decline, I urge you to compare the list below with the candidates' list in the March UCO Reporter, and vote accordingly at next weeks' Delegate Assembly. If you are not a Delegate, I urge you to contact your Association Delegate in regard to this issue.

HI REDACTED,
When I started the Information Forward Initiative, I promised the Delegate Assembly, that lacking a Court Order, I would never release our Unit Owners Email addresses, or Phone numbers.
That Court Order is, among other things exactly what the Plaintiffs now seek!
It could mean the end of the Information Forward Initiative.
Thank you for your support!
