DELEGATE ASSEMBLY BYLAW CHANGE VOTING RESULTS - NOVEMBER 1, 2019

Please note that a 2/3 majority is required to effect any Bylaw changes.
91...yes....40..NO 3..abstain....that is 143 delegates voted..what 2/3rds??? How did this fail?? Does it mean because you have seated delegates of 329 they should all be there and vote...I don't think so...Quorum of 117 is for holding the meeting ...voting should be 2/3rds of the vote???
