Southampton B&C have different layers or grades than Southampton A?, because they were milled and our parking lot, which wasn't, had to be dug up and repaved? And I not positive, but I don't believe the paving company is putting a bonding agent between the old pavement and the new to prevent cracking and buckling. Good warrenty? I hope...

The principal reason is to correct and improve drainage grade.
There are also issues of many prior layers to be removed.
Consider attending the upcoming Delegate Assembly meeting, the Contractor will be there to answer such questions in greater detail.
