We just learned recently that our visitors will no longer be able to benefit from a weekly rate and will have to pay $ 5 per day. I'm surprised I haven't seen an ad to this effect in the blog or in the Reporter. May I point out that for one person it is an increase from $ 10 to $ 35 per week. So an increase of 350%! 350%
I contacted Ms Rachesky who told me that it was the decision of the Operation Committee. Ms. Rachesky also explained to me that we pay about $ 150 per month for WPRF and that if we divide by 30 we arrive at the $ 5 per day claimed from our visitors.
I will point out to you that the amount of $ 150 includes more than the facilities that visitors can use and especially that this amount is for two people, two residents. So we're talking more of $ 2.50 per day per person.
When I have one of my children who will visit us with his spouse, we are talking about $ 70 per week to take advantage of the Century Village facilities.$ 70 rather than $ 20.
Was there a consultation? I do not believe. I saw nothing on that. Was it advertised, I dont saw nothing neither.
It's a short-sighted decision taken on the sly in a time of a pandemic at a time when snowbirds that are likely to have visitors are absent.
Can I ask the Operation Committee to review that decision. Maybe 5$ is fair for a single day, but for a week or two or for a month it is too much.

Arbitrators decide next decade's Recreational Access fees.
Bound by 99-year leases signed by original condo owners in 1968-72, each condo pays a two part monthly fee, currently about $90 for access and $45 for maintenance and operations.
The access portion is determined every decade; the maintenance and operations portion, annually in negotiations between WPRF (representing Benenson) and the Operations Committee.
In accordance with the expiring (Dec. 31, 2021) Millennium Amendment, UCO and Benenson Capital Partners (owners of CV recreational properties) each chose an arbitrator, who then chose a third.
After reviewing documents and holding hearings, the three arbitrators have decided the following access fee schedule, effective Jan 1, 2022 to Dec 31, 2031:
“The Panel finds that fair market "access rent" shall be Ninety One and 00/100 Dollars ($91.00) per unit per month commencing January 1, 2022, with annual increases thereafter at the rate of 2.25% per year. Such access rent shall be due in addition to Operating Expenses and Reserves as contemplated by the Amendment and the Operating Agreement. “ (My emphasis)

Ten-digit-dialing Coming to Area Code561

NPAs* REQUIRED TO TRANSITION TO 10-DIGIT DIALING The following 82 area codes currently permit 7-digit dialing and also use 988 as a central office code. Providers operating in these NPAs must implement 10-digit dialing. Transitioning to 10-digit dialing involves both the technical work needed to implement mandatory 10-digit dialing as well as educating consumers about the transition:

There are 82 area codes in 35 states and one U.S. territory that currently use "988" as their local exchange and allow seven-digit dialing. A local exchange, also known as a central office code, is the first three numbers of a seven-digit telephone number. To prepare for implementation of a quick way to dial the National Suicide Prevention Lifeline – using only "988" to connect callers to the Lifeline – these area codes must transition to ten-digit dialing for all calls, including local calls.
The North American Numbering Plan Administrator has a list of the states and area codes that will be affected. If you have one of these area codes, beginning on October 24, 2021, you must dial ten digits (area code + telephone number) for all local calls. You must hang up and dial again using the area code and the seven-digit number.
Ten-digit dialing for local calls has been enabled in these area codes since April 24, 2021, and you can begin dialing ten digits anytime, though seven-digit local calls will still be completed prior to October 24, 2021.

Century Village and Benenson Partners: A 57 (of 99) Year Financial Entanglement
Yesterday, Today, Tomorrow
Yesterday: From 1968 to 1974, Century Village, Inc., the builder of Century Village, sold its 309 association properties but retained ownership of the recreational properties. Each original condo owner had to commit to a 99-year Long term Lease (expiring on Dec. 31st, 2068), paying (a) rent for the exclusive use and (b) assessment for the operations and maintenance, of these recreational properties. In 1999, the Millennium Amendment set the rent schedule and the expenses process until January 1, 2022 (about three months from now).
Today: Currently, owners pay a monthly (approximate average) rent of $90 plus an assessment of $45 = $135 month x 12 = $1620/year x 7854 units ≈ $12.7 million/yr. , about $8.5 million for usage and $4.3 million for operations and maintenance.
The conflict: The Benenson properties are currently appraised at $32.6 million. Century Village, represented by UCO, objects to paying not only 25% of the recreational properties' value ($8m rent/$32massessment = 25%) but also $4.3m to maintain the landlord's properties.
Unable to negotiate a financial agreement for the next decade, Century Village and Benenson Capital have entered into binding arbitration, as stipulated in the Millennium Agreement. Three arbitrators have been appointed, and will proceed as shown in the timetable below: (dates in bold)

1.The parties shall each file and serve a position statement of claim by no later than Thursday, September 30, 2021. (Already filed and served)
2. A pre-arbitration site inspection that will occur on Wednesday, October 20, 2021, beginning at 11:00 a.m.
3. This proceeding is set for a three (3) day final arbitration evidentiary hearing on Tuesday, November 2, 2021, through and including Thursday, November 4, 2021, commencing each day at 9:00 a.m. and continuing until 5:00 p.m. or some other time as
designated by the Arbitrators. The length of time currently estimated for the final hearing is three (3) full days 1 The final hearing shall take place at the offices of Jones Foster at 505 South Flagler Drive, Suite 1100, West Palm Beach, FL 33401.
3.At the conclusion of the final hearing, each party shall electronically serve a proposed final award in word format, after which the final hearing on the merits shall be deemed closed. This deadline may be extended by up to two (2) days at the discretion of the Arbitrators if requested.
4. The Arbitrators shall issue a reasoned award with regard to the merits of this proceeding.
5. The Lessor shall notify by mail each Condominium Association and publish in a newspaper of wide circulation the results of the arbitration within fifteen (15) days from receipt of the conclusions of the arbitration panel.
So by the end of November, the lessor (them) and lessee (us) should know the next decade's recreational lease arrangements. Each party can go to court, but absent outright chicanery, that decision would probably be both expensive and futile.

The Good, the Bad and the Ugly
The Bad: Atlantic Broadband is already charging CV internet customers $5.15 “Hi-Speed Internet Recovery Fee”, a fee not mentioned in the ABB – CV “Installation and Distribution Agreement”, and found illegal by Washington and Oregon: “Washington And Oregon Fine CenturyLink For Completely Bogus Broadband Fees”

The Ugly: Atlantic Broadband now plans to add $3.89 to the $5.25, totaling $9.14, more than half the $17.99 basic Internet rate for CV'ers.
According to Atlantic Broadband: “We are dedicated to keeping you connected to everything you love online and onscreen...Fee Changes Effective 9/1/21 ….High-Speed Network Recovery Fee increase of $3.89. This supports critical maintenance activities and updates to our network infrastructure to deliver vital connectivity for homes and businesses.

But according to the ten-year contract between ABB and CV , the stated rates we select ($18, $22, $44 for fast, faster, and fastest speeds) already guarantee us maintenance and connectivity.
As the Washington Attorney General Bob Ferguson stated: “"CenturyLink deceived consumers by telling them they would pay one price and then charging them more.....Companies must clearly disclose all added fees and charges to Washingtonians."
In December, 2018, the Network Recovery Fee was $2.75: Offer expires 3/15/2018. Additional services, such as the High Speed Network Recovery Fee currently at $2.75, are subject to increases.
That's a $6.39 increase in two and one-half years. Our contract Atlantic Broadband has eight years remaining – if we renew in June of each year.
