Hello All-

The exit lanes of Century Boulevard have been temporarily reopened to vehicle traffic. This road will be subject to re-closure at short/no notice, at the discretion of our General Contractor. 
-
Drivers should proceed slowly, and exercise caution when exiting via Century Boulevard, as this is still a construction zone.

Hello All- This is daily update on Century Boulevard construction project:

- Engineer Derek Schenevar made site inspection on 10/30.
-
- Temporary fencing to close off entrance to Borden Street will be installed today.
-
- Density testing is scheduled for today, installation of concrete forms will happen on Monday, concrete pour for sidewalk and d-curb will begin on Tuesday.

TERM LIMITS TO BE VOTED AT DELEGATE ASSEMBLY - YET AGAIN

-
Once more the Malcontents, are bringing a term limits amendment to the Delegates. They, the Malcontents, would be the ones who disrupt our meetings and launch law suits against UCO and me personally. They deliver performances for the Delegates, they rant and rave, and rarely know what they are talking about
-
The gist of the amendment is simple - throw out anyone with experience, so "we" the malcontents might have a chance of being elected.
-
Speaking from some experience, I must say that there is much to learn in UCO, much to absorb about Law, Code, Statute and how things work here in CV and Florida.
-
I can not tell you how to vote, but this issue has come before the Delegates at least three times and has been rejected, most recently it has been voted down by the Advisory Committee, The Officers Committee and the Executive Board - I ask that you turn down term limits yet again, hopefully for good..

FREE SHREDDING EVENTS

DOCUMENT SHREDDING EVENTS- On Tuesday, November 5, there will be a Community Shredding Event at Phipps Ocean Park, Palm Beach. Shredding will happen at the south parking lot of Phipps Ocean Park, from 10:00 AM until 1:00 PM. This free event is sponsored by the Palm Beach Police Department, ShredAssured Confidential Data, and Memory for Memory, Inc.

There will be another free Community Shredding Event on Saturday, November 18, at the Solid Waste Authority Education Center, located at 6751 North Jog Road, West Palm Beach, from 9:00 AM until 2:00 PM.

Hello All-This is daily update on Century Boulevard construction project:
-
- UCO has received a Notice of Violation from Palm Beach County Dept. of Code Enforcement. This Notice is connected to a complaint registered by a CV unit owner. Derek will make contact with the Code Enforcement Officer who processed the complaint and Notice, and will keep all updated on resolution.
-
- Seacrest Services began installation of irrigation system along the length of the new walkway, installing underground sleeves. During excavation, an underground electric power cable, which supplies streetlights, was damaged. This damaged was reported to FPL by me, and repair crew responded at 5:30 PM.
-
- Finish grading for new sidewalk happened today, to be followed by installation of concrete forms. Concrete pour is scheduled to happen early next week.
-
- Additional temporary fencing, to close off entrance to Borden Street, will be installed tomorrow.
-
- FPL reports that installation of additional streetlights along new walkway will be completed by 11/18.

Good Evening All- Here is daily update on Century Boulevard Construction Project:

- Staking for new sidewalk was completed today. 
=

 

- Grading for new sidewalk will begin tomorrow.
-
- Date for installation of irrigation will be determined tomorrow, after onsite meeting with GC.
-
- FPL has confirmed installation of additional LED streetlights to be completed by 11/18.
-
- Platinum Security reports that CV residents continue to move traffic barriers to open up entrance to Borden Street, and they are also driving on the grass swales to access Century Boulevard. Tomorrow, I will ask our General Contractor to order additional temporary fence panels to block off this entrance. Fence panels will extend onto grass swales on either side of Borden Street entrance to deter these dingbats from creating unsafe work site conditions.

Petition on Term Limits
“Proponents believe term limits will make it easier for new candidates to run.
Opponents do not want to keep experienced officers from running.”

On three counts – election slates, CV Bylaws, the Delegate Assembly - the first sentence is a questionable, if not mistaken, rationale for term limits.

First: Election Slates. Term limits or no term limits, elections for President and Vice-President have always been a game of musical chairs: more candidates than seats. The Delegates rescinded term limits in March, 2013. Our Village Blog has a search box allowing access to past UCO Reporters. In 2010 and 2012, elections with term limits had three candidates for President. Our last election, in 2018, without term limits, had, guess what, three candidates for President.

For the two Vice-President positions, term limits, 2010 and 2012, 5 and 3 candidates, respectively; 2016 and 2018, no term limits, 6 and 4. Ironically, without term limits, more Veep candidates ran than with! And there have been multiple candidates for corresponding secretary, recording secretary, and treasurer. Conclusion: the absence of term limits has not stopped multiple new candidates from contesting for positions.

Second, CV Bylaws already make candidacy easy. All a resident owner need do is say five words to the Election Committee: “I am running for office”. That's it. This brief declaration guarantees, along with all the other candidates – challenger or incumbent - your mug shot and resume in the Reporter, a seat at the Candidates' Forum, and your name on the ballot, alphabetically listed – not by seniority or service.

Third, UCO already has an efficient term limiter – or term lengthener: the Delegate Assembly. This group interacts with incumbents and challengers before, during, and after Assemblies, at forums and Town Halls, committee meetings, and office hours – twenty a week. Consequently, the delegates are able to assess, and vote for, the most competent contestant, be that person challenger or incumbent.

In summary, then, for Century Village, term limits are not only detrimental – keeping experienced members from running – but unnecessary: new members are always saying the five magic words that make them candidates.

Hello All- This morning, there was a weekly project progress meeting at UCO. Attendees were UCO VP Dom Guarnagia, UCO Property Manager Donald Foster, General Contractor Mark Trudell, Project Manager David Biggs, and Irrigation Manager Tony Giordano. 
-
- Project is proceeding ahead of schedule. Rough grading and material removal continued today.
-
- Whidden Surveyors will stake out new sidewalk on Monday.
-
- Seacrest will be cleared to begin installation of irrigation system some day next week. Irrigation installation plan was submitted to DKK Consulting for review. DKK submitted additional requirements to Seacrest, regarding installation of additional sleeves, backfill, and compaction. I will contact two underground boring vendors who worked on the Atlantic Broadband install, to see if directional boring will be a financially viable option for crossing under Century Boulevard in at least two spots.

- There were traffic backups at West Drive today. Apparently, PBC Traffic will need to be contacted whenever these backups happen, and adjustments to traffic light will be made remotely.

Hello All- This is a daily progress report on Century Village construction project:
 
- Adjustment to traffic light at West Drive/Okee Blvd. seems to have done the trick- no more vehicle backups at West Drive.
 
- To deter drivers who insist on attempting to exit via Century Boulevard entrance lanes, two additional 'DO NOT ENTER" signs will be placed at Century Boulevard/East Drive.
 
- Trees and concrete have been removed from property. Sod removal continues. Rough grading work continues.

Hello All- Here is daily update on Century Boulevard construction project:

- PBC Traffic Department made on-site observation of our Okeechobee Boulevard entrance. Five additional seconds were added to the green light interval at West Drive/Okee Blvd. This should alleviate the intermittent traffic backups at West Drive. PBC Traffic will continue to monitor this intersection and make adjustments as needed.

- DKK Consulting Project Manager David Biggs made inspection of construction site.

- General Contractor Mark Trudell, RKC Land Development, made inspection of construction site.
-
- All original sidewalk, from East Drive to Haverhill Road, has been removed. All trees were also removed. Remainder of this material will be removed from property tomorrow.
-
- Soil grading and sod removal is in progress.
-
- Additional directional signage and traffic barriers were added to construction area.
-
- Hinges and wheel were added to the gate at the temporary pedestrian entrance- this will make closing/opening of gate easier for Security.

Hello All- Here is update on Century Boulevard construction project:
 
- Engineer Derek Schenevar and Project Manager David Biggs of DKK Consulting inspected jobsite today, and consulted with General Contractor. Derek will provide written reports at end of each week for duration of project.
 
- Temporary pedestrian entrance was railed off, using re-purposed rails salvaged from south side of Century Boulevard.
 
- A lockable gate was installed at temporary pedestrian exit. This gate will be locked from 10:00 PM until 6:00 AM. 
 
- Speed bumps along Avon Street were removed, to allow for wheelchairs, walkers, etc.
 
- Entrance to Century Boulevard from Borden Street was blocked off with barrels- jersey barriers will be installed tomorrow.
 
- Century Boulevard exit lane was closed, using temporary fences, barriers, barrels, and signage. 
 
- Vehicle turnaround lane is being maintained at guardhouse, and is functioning adequately.
 
- Sidewalk and trees were removed between East Drive and Guardhouse. 
 
- There were intermittent traffic backups at the Okeechobee Boulevard exit lane.
