From arstechnica.com: Here are the details about upgrading to Windows 7 (click on the title for the full monty). XP users can buy an upgrade edition, even though they are skipping Vista; they just have to back up their files and programs; 7 will perform a "clean install" that wipes out everything in the hard drive. Vista users have to follow a path depending on what version of the program they bought.
