Public Notice sign?

Does anyone know what the Public Notice signs posted around the Medical Center are all about?

    Hi Peter,
    I have the notice at UCO, it's about the Medical Center requesting a variance to put an 6 foot high "opaque fence" demarcating the line between the Medical Center parking lot and Stratford. This in lieu of a stone wall.
