Remember, Reflection Bay is item number 20, also note the related item 21 "Southampton PUD". You may fast forward to 31 minutes and 10 seconds to item 20. The relevant cut ends circa 38:05.
Of some concern is the offhand comment circa 35:45 that "in perpetuity is off the table"! This definitely needs to be explored.
