REMOVAL OF TERM LIMITS FROM UCO OFFICER POSITIONS

The Case for Removal of Term Limits
-
As you are undoubtedly aware, at the next meeting of the Delegate Assembly, March 1, 2013, Delegates will be asked to vote to approve a Bylaw Amendment to remove all term limits on UCO President and the four Vice Presidents. Also in  March , 2013, UCO Vice President Robert Marshall will leave Office!

Bob Marshall is a veritable sea of experience and knowledge of UCO Operations, acquired over a period of years of Service to our Community at both Association and UCO levels, He Knows the key triumvirate of  Process, Law and Bylaw and to put it bluntly, he will be deeply missed in UCO, for his calm and reasoned hand.

It is a travesty that the current Bylaws do not permit him to run for The Office of Vice President which he will soon depart, due to the current Term Limits provision!!

UCO Officer positions are not OJT slots:

  • Term limits remove from office people who have extensive experience in making government function. As a result, legislative bodies and executive branch departments may become less efficient as newcomers OJT and become familiar with duties and processes. The newcomers also are faced with the task of getting acquainted with the many key contacts, such as local Officials, and vendors who enable UCO Operations to function efficiently.

Loss of Knowledge

  • Another problem with term limits is that UCO routinely loses the substantive knowledge of veteran Executives. Many veteran officeholders are experts in certain subject areas. The new officeholders may bring good ideas and good intentions, but it may take a long time for the officeholders to acquire a deep understanding of various policy issues.
 
So, I ask that Delegates consider this issue very carefully and vote to allow experienced and effective UCO Officers to compete for their positions and extend their service to our Community as long as they are Efficient and Effective; vote to sweep away Term Limits for UCO Executive Officers.

    Why does this say Tuesday? It is Sunday 4;20 PM RIGHT NOW? How does Dave post something in the future?

  2. Temper,temper....the ruin of all of us. If the good president can put a damper on his temper, history will show that he has done more for Century Village than any other president, - by far.

  4. Dave is a miracle worker. He puts all kinds of things in the "Cloud." He has been bringing us into the future for some time now. I am not at all surprised he can post future blog entries today. The man is a genius. I would suggest just sitting back and enjoying the ride.

  6. I am all for getting rid of term limits in UCO. It is really sad when good people have to leave office because of the term being up. With term limits gone we can either reelect a good worker or vote someone else in. I say leave it to the voters to decide who gets in and stays in or a new person.

    it will encompass ALL elected
    Officer's...as you may or not know
    currently 3 positions are exempt.

  8. It seems unfair that all officers get ONE vote, yet 3 can run unlimited. I think it is time to let anyone run and let the delegates decide by their vote.
    All the officers except one agrees on this change in the by-law. Please urge your delegate to read and realize the importance of this by-law.

  9. A very big thank-you to Bob Marshall, who in his calm but efficient way has done so much for this Village. It's only a memory now, but in the space of two years (during 2004-2005) we were hit head-on by three major hurricanes. Bob was UCO president during all three and had a lot to contend with. In more recent years, as we all know, he did yeoman work at UCO as a vice president. Thank you, Bob, AND Mollie, for your service to this Village.

    And Barbara Cornish, what a job you have done as a UCO vice president. Thank you. I will never forget how, with the other vice presidents away or incapacitated, you took hold front and center with Ed Black, Dave Israel, and Eva Rachesky in handling President Obama's sudden visit.

  11. Bob Marshall was the firt UCO officer my husband and I met when we came to CV. From the start he was knowledgeable, patient with novices like us and always willing to help solve any problem, large or small. Ending term limits would allow us to hold on to the extraordinary expertise and fair-mindedness that people like Bob represent. We should vote for him for Executive Board and pray he'll run for office as early and often as he can. He is an invaluable asset to this Village.
