Yesterday, Nov.9th,2013 between the hour of 9AM and 9;30 Am while walking along the periphery from Somerset A entrance to Berkshire A, a man was walk ing a mid-sized grayish dog. when we approached him about his walking the dog on "common area" he huffed and walked a way. he lives in apt #5 Berkshire A. If Berkshire A ,OK's dog that's their decision. Walking a dog around the periphery ( a friend saw him at Stradford ,earlier) then our rules about dogs is not being followed . there are people who are afraid of dogs, there who walk when it is still dark and seeing a dog can be scary need not have to put up with people?owners/renters/visitors who refuse to follow Century Village rules.

You need to speak with the president of Berkshire A. They should enforce the rules re: dogs, and let the owner know that they can only walk the dog on their own property.
ReplyDeleteUnfortunately, you may have to get used to it. As much as I support our President Dave, he has been silent on issues such as this. No issue is his silence more noticeable than on welfare and Section 8 rentals in C.V. I have personally written to our President and asked him to demonstrate his leadership skills on the issue of renters who do not meet minimum requirements for ownership in C.V. Despite numerous opportunities to speak out, he has chosen to remain silent. These "Quality of Life" issues are as important and fundamental as any other to keep C.V. safe and clean village.
ReplyDeleteWith all due respect, our President has spoken out at meetings reminding all that UCO has no authority in the building associations regarding who they approve to rent. If they continue to abuse the rules and regulations, there will be no change and that refers to dogs, rentals and any other issue that the building assoc. controls. Their officers and boards need to tighten the reins on what they allow.....or turn away from.
ReplyDeleteYou are correct ruthphild. UCO has no control, authority, rule, or really ANYTHING to say about the management of associations here at CV. That is the way Irwin Levy set this place up in 1969. There is no way UCO can take control, either--despite what you may read on other blogs. That is the reality of Century Village--which seems to escape many of the residents here.
ReplyDeleteMethinks ejs is not listening, Dave has spoken out many times warning what can happen to the Village when individual Boards loosen their rules (slippery slope). Dave has worked hard on a new level of tight professional vigilance, technology, adherence to the law and bylaws, including Sunshine laws for UCO. He seeks professional advice from lawyers and sheriffs on the association problems but cannot override associations. The state of the village is made even more difficult by some UCO Officers who think ignoring legal rulings is okay! Lets toss all the rules!!
ReplyDeleteOur condos, as are all condos in the State of Florida, are governed by FL Statute 718 and not by Irwin Levy. His part was in developing the community of Century Village which was turned over to the bldg. associations when he was finished building.
ReplyDeleteFolks, the United States Constitution has been amended twenty-seven (27) times. If the Constitution of our great nation can be amended, we should certainly be able to amend our by-laws and founding documents to provide some common sense changes that will serve the best interest of the vast majority of unit owners not absentee landlords. Remember it is but a small minority of Condo Corps who are not playing by the rules or are choosing to circumvent them. To say that nothing can be done is simply wrong.
ReplyDeleteThe point is ruth, Levy set up 309 separate associations. UCO is NOT a condo association and DOES NOT follow Chapter 718.
ReplyDeleteThe associations still have the ability to unite if they want to, but will not give up living under their own rule. Over the years it was attempted to get individual areas to combine and it failed for that very reason. Over 40 years ago when CV was built, nobody comprehended the concept of condominium living, much less one association. Other developers in CV WPB also set up individual associations.
ReplyDeleteAgain, you are absolutely correct. Consolidated master condo areas under Chapter 718 could solve a number of issues here at CV, but you hit the nail on the head about the fear of lack of individual control that has prevented this from happening so far. So we will probably continue to "hang separately, rather than hang together"--Ben Franklin.

Once CV WPB was completed, shortcomings were corrected in the next three communities. It's not likely that we will see one association for all of WPB, HIL's baby.

ReplyDeleteThe dog issue has come up many times, and I can recall Dave Israel responding to similar complaints before. There is apparently very little that can be done about enforcing the rules. We do have one resource that might help, though, the bully pulpit. In saying this I am not thinking of Dave (he has his hands full and cannot be using his bully pulpit for everything), but of the UCO Reporter newspaper. I recall Letters to the Editor on the dog issue, but I don't recall our having put out a blurb about it (though we may have, my memory is pretty poor). I'm going to suggest to the editors we do this PERIODICALLY. It won't eliminate the problem, but it might help. "Education, my dear Watson!"
ReplyDeleteGood Idea Lanny, maybe a 1/4 page poster style, that could be cut out and put on bulletin boards, then Dave could also send it out by IFFI.

Great minds think alike, they say, Elaine. I sent a memo to Myron and Joy about this and at the end suggested it might be done as a "Sadie says" piece. But then I changed my mind (and told them I had), because Sadie is a registered "companion dog" and can legally go virtually anywhere Bob takes her. It would have been cute, though.
