ONE VOTE PER UNIT - IT'S TIME HAS COME!

Phyllis Richland, UCO VP and Chair of the One Vote Per Unit - Ad hoc Committee; chaired a kick-off meeting of the newly reformed committee with the PBC Supervisor of Elections in attendance.

This was a very productive meeting, airing many ideas. Look for Phyllis's article on the process in next months UCO Reporter.

  1. How about One vote, per owner????
    We do have many individuals who
    happen to have investment property
    here in the village..which could
    substantially affect the outcome
    of any election....just as we
    currently have "Delegates" who
    represent MORE THAN 1 Association.

  2. Congrats on the new committee. I guess it would have to be one vote per UNIT, as some units have mulitple owners. I can only hope this would increase participation in CV governance.

    By all means, only one individual
    should be permitted to vote, regardless of whether there are
    multiple owners' of that unit..
    However, my main objection concerns
    those, who own investment property...which in fact, could
    result in their casting 2-3-or more
    yeahs or nays..

    A person who owns more than one unit in the Association is entitled to cast a vote in Association Elections (and other business which requires a vote of the Unit Owners)for each unit that he owns. That's the way it has always been and probably will always be. Of greater concern, would be an Association like Dover which has 240 units and which could substantially influence the outcome of an election should the unit owners be somehow influenced to back specific candidates.
    There is much discussion required and legal opinions which must be sought in order to make this "One Vote Per Unit" a reality.

    In Rod Tennyson's opinion, one vote per unit would require that the Executive Board must become the Board of Directors instead of the Delegate Assembly, which is presently considered to the Board of Directors.

    The Articles of Incorporation of UCO must also be amended to provide for this new voting structure. There is much to consider before establishing a "One vote per Unit" election process.

    This alteration would not occur until the 2012 election, which would give us sufficient time to work out the legal requirements and the election details.

  6. This one vote per unit is when voting for what? I have forgotten. I'm sure it is for UCO president. Is it also for UCO vice presidents, and what about the Executive Board?

    mean, change is NOT possible..
    furthermore, I find the fact that
    several of the committee members
    & or their families, to my knowledge, do own more than 1 unit rather interesting!

    It is being proposed to explore
    the reasonability of having one vote per unit at all regular elections, for all elective seats. I believe that the filling of vacancies will be left to the Delegates.
    A legal opinion and prposed amendments to the UCO Bylaws regarding one vote per unit was provided in 2007. The attorney must receive a copy of the amended UCO Bylaws and a Copy of the Articles of Incorporation, both of which would require amendment for this new voting scheme to become a reality.

    I am still wary of the requirement, as per our attorney, that the Delegate Assembly would NO LONGER BE THE BOARD OF DIRECTORS. The new Board of Directors would be the Executive Board according to his opinion.
