DELEGATES OF GOOD WILL UNITE

-
When bad men combine, the good must associate*
-
 *Edmund Burke
-
Whilst men are linked together, they easily and speedily communicate the alarm of any evil design. They are enabled to fathom it with common counsel, and to oppose it with united strength.
Whereas, when they lie dispersed, without concert, order, or discipline, communication is uncertain, counsel difficult, and resistance impracticable.
Where men are not acquainted with each other’s principles, nor experienced in each other’s talents, nor at all practised in their mutual habitudes and dispositions by joint efforts in business; no personal confidence, no friendship, no common interest, subsisting among them; it is evidently impossible that they can act a public part with uniformity, perseverance, or efficacy.
In a connection, the most inconsiderable man, by adding to the weight of the whole, has his value, and his use; out of it, the greatest talents are wholly unserviceable to the public.
No man, who is not inflamed by vain-glory into enthusiasm, can flatter himself that his single, unsupported, desultory, unsystematic endeavours, are of power to defeat the subtle designs and united cabals of ambitious citizens.
When bad men combine, the good must associate; else they will fall, one by one, an unpitied sacrifice in a contemptible struggle.
-
Ok! What does all that mean? Let's think about it; do you want to see $7,000,000.00 Insurance Premiums come back, Do you want to see the UCO Reporter controlled again by a UCO President husband and wife team, pre-read by UCO staff to eliminate any hint of criticism of the Administration. How about unnecessary law suits around every corner; if the Luddites from the past get back into UCO, all this will happen and more.
Do you think the inveterate secret keepers from the past have changed; not so, so kiss the flow of Information goodbye.
So, Silent Majority, heed the words of Edmund Burke, and unite to utterly crush, with your votes, the scurrilous attacks upon your elected Officers of UCO

THANKS TO ROBERT KAHN and VINTON G. CERF

-
The following Comment was Posted on this BLOG, please reach out and seize the power,  Delegates think about it when you vote, don't let the "good old boys" take away your information access:
-
-Mr. Donald Foster writes-
-
At the last delegate assembly, Mr. Solomon speculated that perhaps sixty people read the Blog on a regular basis. If he really believed that to be so, he would not have made a public complaint of "intimidation" regarding the administrators' decision to post documents related to the recall petition.

As a homeowner who partially funds UCO, I have a right to see those documents. In the past, my efforts to read those documents would be stopped short by the requirement to physically enter the UCO office and request them.
-
First off, I would have to be in Florida, and I am usually not. Then I would have to be made aware of the existence of the documents, either via the then-censored UCO Reporter, or through poolside gossip.
-
Third, I would have to walk into the UCO office and endure the runaround, flatout bullshit stories, and being spoken to like I was a retarded hobo. I am, admittedly, a lazy homeowner and something of an armchair civic observer, but the condtions that existed at UCO, preblog, would scare off people much better motivated and better intentioned than me.
-
Even now, Officers and Committee Chairpersons routinely brush off pesky inquiries with "come into the UCO office and I would be happy to show you the documents and discuss them with you".
-
These days, I can read a presidential recall petition as easily as I can watch cartoons. If I had seen the delegate of my association at the bottom of that piece of trash, I would have been on the phone instantly to register my disapproval.
-
I would poll and inform my neighbors, and I would remember the event at election time. It seems to me that is exactly what happened to many of the signatories to the recall petition.
-
They signed, the petition was posted to blog, other homeowners saw or heard about it, and the resulting negative feedback, combined with the horror of seeing or hearing about ones' own name basking in the sunshine of the Internet, resulted in public recantations. No wonder Mr. Solomon and other leftovers from "twelfth century robber Baron" UCO hate the Blog and rail about it constantly.

Thank you

Grass & Water 1

Did you read Dom Guarnagia in the December UCO Reporter? If we do not stop the trimming of grass up to the water line - our associations could be responsible for replacing shoreline GeoTube!
I quote Dom:

"The method of re-establishing the shoreline chosen involved the use of a fabric tube called a Geo Tube that was filled with material from the bottom of the waterway with sod staked atop it to eliminate or at least reduce exposure to sunlight and UV rays that can shorten the life- span of the material. When the grass (sod) has been trimmed to the water’s edge, exposure was exacerbated and the decision to eliminate trimming the vegetation five (5) feet from the water. This allows the proliferation of plant life and the reduction of exposure of ‘the bag’. With time and an ongoing study, the introduction of aquatic plants should improve the visual effect. Currently, associations can request that their maintenance provider trim those plants that exceed perhaps eighteen (18) inches, but not eliminate the plants. Failure to allow the vegetative growth can result in the association’s responsibility to repair or replace, at their expense, any Geo Tube that deteriorates due to the lack of vegetative cover."

No mowing within 10' of water body

The lady at the Delegate Assembly was correct about NOT blowing grass clippings into our waterways. But it is the Association's responsibility (that's you) to make sure the maintenance company is following all the rules to protect the waterfront. No mowing within ten feet of any water body.

"Avoid fertilizing or leaving grass clippings within ten feet of any water body. These items are harmful to our waterways, and could easily be carried over to the water body" Florida Friendly Landscaping Program. More info at pbcgov.com/coextension/

VIOLATION OF ASSOCIATION BYLAWS - SHORT TERM RENTALS

-

George Pitell sends along the following:
-
This came up at my associations annual meeting upon my reporting how at the last UCO Security Committee meeting there was a report about units in CV being rented by the day and how an individual was buying up units for that purpose. It was correctly noted that it is for the associations to enforce their by-laws as UCO has no power to do so. While recognizing this the response from our association members was the feeling that UCO should not be simply let off with that.

Based on their concern for the effect By the Day Rentals, to any one who comes along will impact on life here in CV it is felt we (UCO) have to do something or face who knows where this can lead. This is said once again while keeping in mind the often stated caution about giving power to UCO with the refrain “be careful what you wish for”

Some of our members were aware of the day rentals and that some individual(s) are buying up multiple units in associations enabling them to gain control. It can be expected in associations facing this day rental issue, that unit owners are upset but may be unaware of what can be done to try to end it.

Would it be possible for a group, inside or apart from UCO, to approach these unit owners and explore and explain how some thing may be done and encourage them to do so? Perhaps some of our people can propose another idea of how to effectively deal with this matter.

Or are we just left to complain about it?

By the way is anyone looking into the extent of it and where this is happening?

Impeachment

Why not Impeach the Board Members at U.C.O. that are making such a stink over Dave. They are one hell of a group that are doing nothing to make any progress here in the village. The only progress they will do is for them selves, and put us back. I hope Dave can get another term. Hang in there if you can put up with crap from your buddies.

RE-LIVING HISTORY - THE BIG LIE

-
The Big Lie (German: Große Lüge) is a propaganda technique about the use of a lie so "colossal" that no one would believe that someone could have the impudence to distort the truth so infamously.
-
So, let's start with the "Big Lie of the day"
-

Exhibit 1: An  UNSIGNED item being posted on some of your bulletin boards calling for my impeachment from Office as President of UCO, let's have a look at this concocted drivel:
-

-
What exactly is "The Presidents Umbrella Club"? Well first of all, it has NOTHING to do with UCO. From its inception, virtually every meeting has been devoted to bad mouthing UCO and me personally. How many of you have been invited to a meeting of PUC and walked out when the bashing began? So, don't support those who are attempting by way of rabble rousing to accomplish what they cannot accomplish by way of the ballot!!
So, would you like to attend a bashing session, put on by those who produced the recall petition, well here is UNSIGNED item number 2 appearing on some bulletin board
-
-
Do not let these rabble rousers drive you over the cliff of mob hysteria, listen to what they say and THINK for yourselves!

Plant Operation: Municipal
Processing: Wastewater
Web site:http://www.cityofwpb.com/utilities/ecr_facility.html
Plant/Process Description:
The East Central Regional Water Reclamation Facility (ECRWRF) is funded and governed by a board comprised of the representatives of the entities served by that facility, namely: the City of West Palm Beach, the City of Lake Worth, the City of Riviera Beach, the Town of Palm Beach, and Palm Beach County.

Mission: To operate and maintain the East Central Regional Water Reclamation Facility in a cost effective, reliable, and safe manner, which meets all State and Federal permits and regulations.

Operations: The ECRWRF is licensed to function under specific guidelines by the State of Florida and the U.S. Environmental Protection Agency. The plant is operated by Florida licensed Wastewater Plant Operators.

Capacity The ECRWRF is currently permitted to process 55 million gallons of wastewater per day (MGD). That capacity will be increased to 70 MGD with the completion of an expansion project currently underway.

Water Reclamation Process

Wastewater entering a treatment plant is referred to as the INFLUENT.
Influent consists of water, organic materials from toilets and kitchen disposals, and inorganic material such as sediment and industrial chemicals.

BIOLOGICAL OXYGEN DEMAND (BOD) is a measure of the organic pollution present in wastewater. BOD is the amount of oxygen needed by bacteria to break down organic material. Influent has a high BOD because of the levels of organic wastes in the water. Bacteria utilize this organic material as a source of food. In the process of dissolving the organic substances, much of the oxygen from the water is consumed. When the organic material (and the BOD) in the wastewater is removed, the environmental impact of the effluent is greatly reduced.

Our facility is designed to remove as much of the waste from the influent as possible so that the treated water (EFFLUENT) will have minimal impact on the environment when it is returned.

Influent: Wastewater generated by residential users, businesses and industry is transported to the Water Reclamation Facility via underground piping throughout the city and county.

Septage Receiving: The ECRWRF also operates a septage receiving station at the facility. Septage is best described as a mixture of sludge, fatty materials, human waste, and wastewater removed during the pumping of an onsite sewage treatment and disposal system, such as a septage tank or portable toilets. All septic waste received by the facility is pumped into the plant Headworks for treatment with the influent wastewater.

Septage Receiving Station

Preliminary Treatment: Influent enters the facility at the Headworks where it flows through a bar screen to remove rags, sticks and similar large debris and then though a pair of grit chambers where sand, gravel and similar materials, collectively referred to as grit, are removed.

Activated Sludge Process: The ECRWRF uses the activated sludge process to treat wastewater. This is a treatment in which wastewater and biological sludge (microorganisms) are mixed and aerated. The activated sludge process relies on creating a mixture of microorganisms that consume organic waste material in the wastewater. The biological solids are then separated from the treated wastewater in clarifiers and returned to the aeration process as needed.

Influent wastewater flows from the Headworks to the Aeration Basins where air from high volume blowers is forced into the bottom of the basin thru ceramic diffusers. The high volumes of forced air creates an environment where microorganisms thrive by devouring solids and waste. The air also suspends and mixes the bacteria and organic material so they are more readily consumed.

Clarifiers: Activated sludge from the aeration basins flow into the plant's eight clarification tanks. Control manifolds regulate the flow from the basins into each of the clarifiers.

The Clarifiers serve to settle the suspended solids in the effluent. This water/solids separation is performed by gravity. The majority of the bacteria rich solids from the bottom of the clarifiers are returned to the aeration basin to support and sustain the growth of microorganisms, with a small portion of the solids being "wasted" to the aerobic digester. The water in the clarifier tank then flows to the effluent pump station.

Effluent Pumping & Disposal: The wastewater, now termed EFFLUENT, is pumped down one of six deep wells for final disposal. The deeps wells extend into the solid rock layer or Bolder Zone of the earth, approximately three thousand feet below the surface. Disposal of treated effluent in this manner is approved by the State of Florida and the Environmental Protection Agency.

Aerobic Digester: The "wasted" bacteria from the clarifiers are pumped into the Aerobic Digestion basin. Here the bacteria sludge is aerated without the addition of a new food (BOD) source, other than the sludge itself. This causes the bacteria to digest the material in their own cells, and other dead cells. The result of this digestion is a more stable material that does not produce nuisance odors, and is more suitable for dewatering.

Dewatering Operation: Sludge from the Aerobic Digester is pumped to the Dewatering Building. A polymer solution is added to the liquid sludge to thicken it prior to processing in the plant's five belt filter presses. The belt filter presses utilize separate gravity and compression zones to drain and squeeze the water from the sludge. With careful monitoring and adjusting, it is possible to produce a sludge cake that is 15 to 18 percent solid material.
