VOLUNTEER HELP BADLY NEEDED?
THINK SERIOUSLY ABOUT USING OUR
RENTERS AND PAYING THE EXTRA FOR INSURANCE.
That's what I wish we could do. At the Reporter we are only one place in the Village where we could use
more volunteer help. We have lost SEVERAL very helpful, good volunteers over
the past few years because they were renters and it was discovered our
insurance didn't cover renters. At least that's how I understand it.
Can't something be done about this? Just how much would it
cost us to cover renters? Is it really out of the question? Think about how
many renters there are. Are perhaps a
third of our residents renters, or even a quarter? One fourth of (say) 10,000 residents is 2500 persons. Seems we could get some
badly needed volunteer help from that big a pool—especially if people were
notified of this. I wish (if it hasn't) that this would be looked into
seriously for the benefit we might obtain from it. It would make for some happy campers in not only some of our organizations, but among the volunteer renters themselves.

MEETING
I have just watched the video of the latest Broadband
Committee meeting, on March 14 on this blog. All you need to do is scroll down
a bit to watch it. Use the icon at the top right to enlarge the screen and
adjust the volume if needed.
I can't think of a better way to learn about how the various
parts of this large project are going to take place—indeed, how some parts are
underway now. Representatives from Atlantic Broadband and CSI answer question
after question from not only the Committee members but residents of the Village
who chose to attend. These very keen "back and forths" are understandable. You will find some of
the same points are gone over again and
again by different attendees, which helps to make them clear. Excellent special
considerations are brought up certain Committee members, and Dave Israel is simply
superb in keeping the discussion on target, asking penetrating questions, and
making clear to the representatives what we want.
This is a "must see." The video takes only an hour
and 20 minutes to watch. Of course you can stop it at any time and come back to
it, or replay segments.

A couple of questions about installation of Atlantic Cable
Is there any type of list of projected installation dates for each of our condo buildings? Is there a contractual date that sets forth when all installations must be completed? A more specific question relates to how does each unit owner get Atlantic to place the lines in the proper place within their unit and get the necessary "boxes" to decode the signal? Many snow birds will be away until the winter months next year. How will the individual installations be accomplished if they are absent? How will Atlantic know where to place the lines?

To Mr. Israel's excellent idea that all commercial traffic enter through a third entrance/exit gate, I would add that all handymen and remodelers register at the UCO office. After they sign an acknowledgement of the rules for disposal promulgated by both Century Village and Palm Beach County's Solid Waste Authority, they will be issued a large placard bearing the address of their work site. This process should greatly lessen construction debris being placed into and around dumpsters.

Atlantic Broadband Ground Breaking
Finally all the naysayers can begin to relax. Ground breaking for Atlantic Broadband has arrived.
This gives the village much to celebrate about, especially since our current provider is giving many headache and raising internet prices (personal experience). I for one will be glad when it is all complete, and I will be watching and the Broadband committee will surely get and give updates.

Elections at Annual Meeting
Hi,
One of our unit resident is a sole occupant. Her son whose name is on the deed lives in a New York area where the storm is currently going through. Her son is now living in a hotel because of flood damages to his house.
The board has one question as follows: Can her son e-mail her and sign the e-mail giving her authority to vote on his behalf. Could this be a valid proxy. We are having board elections next week and that is the reason she would like to vote for him.

Virtually
anyone may hold a proxy so long as the unit owner giving the proxy is the
actual owner of the unit. Thus a non unit owner occupant (the
mother) can hold a proxy given to her by her unit owner son where the
proxy names his mother as the proxy holder.
The question arises, as to under what conditions may
the Proxy be voted; is it a Limited Proxy or a General proxy. These are complex
issues, and the following extract from FS-718 (The Florida Condominium Act)
will show clearly some of the issues involved.

(b) Quorum; voting requirements; proxies.—
1. Unless a lower number is
provided in the bylaws, the percentage of voting interests required to
constitute a quorum at a meeting of the members is a majority of the voting
interests. Unless otherwise provided in this chapter or in the declaration,
articles of incorporation, or bylaws, and except as provided in subparagraph
(d)4., decisions shall be made by a majority of the voting interests
represented at a meeting at which a quorum is present.
2. Except as specifically
otherwise provided herein, unit owners
in a residential condominium may not vote by general proxy, but may vote by limited proxies substantially
conforming to a limited proxy form adopted by the division. A voting
interest or consent right allocated to a unit owned by the association may not be
exercised or considered for any purpose, whether for a quorum, an election, or
otherwise. Limited proxies and general proxies may be used to establish a
quorum. Limited proxies shall be used for votes taken to waive or reduce
reserves in accordance with subparagraph (f)2.; for votes taken to waive the
financial reporting requirements of s. 718.111(13); for votes taken to amend
the declaration pursuant to s. 718.110; for votes taken to amend the articles
of incorporation or bylaws pursuant to this section; and for any other matter
for which this chapter requires or permits a vote of the unit owners. Except as
provided in paragraph (d), a proxy, limited or general, may not be used in the
election of board members in a residential condominium. General proxies may be
used for other matters for which limited proxies are not required, and may be
used in voting for nonsubstantive changes to items for which a limited proxy is
required and given. Notwithstanding this subparagraph, unit owners may vote in
person at unit owner meetings. This subparagraph does not limit the use of
general proxies or require the use of limited proxies for any agenda item or
election at any meeting of a timeshare condominium association or a
nonresidential condominium association.
13. A proxy
given is effective only for the specific meeting for which originally given and
any lawfully adjourned meetings thereof. A proxy is not valid longer than 90
days after the date of the first meeting for which it was given. Each proxy is
revocable at any time at the pleasure of the unit owner executing it.

CONGRATULATIONS TO UCO ELECTION WINNERS
Congratulations to all the winners at today's UCO election. I was amazed at how quickly we were able to vote (12 minutes in total). I hope the losers will continue to stay active in UC0 as we need to hear everyone's opinions and suggestions. Everyone please volunteer to join a committee so that your voice may be heard. Looking forward to the next two years with David Israel at the helm.
