UCO VP RICHLAND MOVES - AND FINANCE COMMITTEE KILLS WI-FI - DELEGATES IT'S NOW IN YOUR HANDS

Hi all Delegates and Residents
Wi-Fi is now in your hands!
-
Accompanied by an incessant flow of nonsense  by a few Malcontents, the Finance Committee voted to kill all funding in the 2014 UCO Budget for Wi-Fi. This despite some 1500 favorable surveys filled out by our Unit Owners!
-
The draft line item of $3.00/month/unit; along with the 188K which will be in the kitty at year end,  would have allowed the Wi-Fi project to go to contract, installation and operation in calendar year 2014.
-
The deployment of Wi-Fi would have allowed thousands of devices, to include desk-top computers, Lap-tops, Tablets, Kindles, Wi-Fi ready telephones and medic alert devices to communicate for a cost of $3.00 per month per unit; a great savings over usual INTERNET fees of $40.00/ month or more.

VP Richland's motion is all the more ironic in light of her purported efforts to obtain benefits for the low income residents in our Village.
-
Wi-Fi would have allowed these very same low income Residents to communicate with children and grand-children nationally and world wide at affordable rates that are now out of reach.
-
It is now clear that  some of our UCO Officers have other agendas in mind than the incredible value, and services that would be added to our Village and our Residents as a result of what a project such as Wi-Fi would bring.

So, Delegates all, show up at the next Delegate Assembly, and put the $3.00/month/unit back into the 2014 budget and thus enable the incredible increase in value to our Village. At this point, only you can make it happen!

Finally, remember these Officers who voted to effectively kill your Wi-Fi project when election time comes in March.

VOTE THE BUDGET DOWN.......DELEGATES
If the delegates who represent the people can't change the budget to add or take out and vote on it,   Then it is time to VOTE THE BUDGET DOWN  let the officers and committees go back to the drawing board and sharpen their pencils and brains. A side note...I pay 30.00 approx for internet. Some people don't have internet because of this cost. Many children would love to give their parent or parents a tablet or some other form of communications.  But, the parents know they can't afford this amount per month.  But, with wi-fi we can all enjoy talking and seeing  our families for a fraction of this cost per month.We need to think about what $3.00 for wi-fi can really save us in the long run.  THINK HARD AND CLEAR...

A MATTER OF LEGALITIES - COMMON FUNDING OF GOLF COURSE BATTLE INCONSISTENT WITH OUR BI-LATERAL AGREEMENT

The following recent opinion from our UCO Attorney clearly states that funding the Reflection Bay case cannot be made a common expense:

"Note that Community Services does not include any charges for financing the opposition to development of housing on golf courses.  Therefore, the Delegate Assembly would not have authority to impose such a charge on each Building without an amendment to the Bi-Lateral Agreement approved by each Building."

The members of the French-Canadian Association "Cercle des bons amis" support the introduction of WIFI in our village.

WIFI at Century Village, message to UCO’s President, Vice-presidents and delagates
The vitality and sustainability of an organization, whether it is financial, educational, social, cultural or community necessarily pass through its ability to seize opportunities to maintain its anchors in a perspective of development of its future.

However, the WIFI in our village would appear as a timely path of development for our community as a whole. The wireless is an asset for the elderly disabled, for example. Thanks to the smart phone, a tablet, or a mobile phone, people can keep in touch with their friends, their neighbors, the help at home services, and even medical assistance if necessary. The wireless is also an asset and a tool for UCO elected managers, as well as condo associations' elected directors and even organized groups and clubs of people within the Century Village Community: all may benefit from the availability of the WIFI for various forms of exchanges of information and communications

We, the members of the "Cercle des bons amis" (CBA), believe strongly in the appropriateness of the introduction of wireless in our village. We certainly appreciate the Florida Sun, but we especially appreciate our village in contact with the world through the internet and virtual contact with our members and friends, those of the village and friends and family we have left behind for the winter. Individually and personally, each one of us could probably settle for residential services we already pay for during our stay in Florida. However, in the spirit of sharing and for the well-being of our community, we believe that the wireless becomes a must in a perspective of economic development of the village for the benefit of all our residents (safety, entertainment, virtual communications in real time, promotion of the village, openness to the world, facilitation of financial and real estate transactions, etc...). In short, 600 members of the CBA, our 9 elected members to the Board of Directors of the CBA and our 31 elected members to the Board of Directors of various condo associations, acknowledge that the wireless is a carrier to support the development of our village and ensure its economic sustainability.

We reiterate our support to WIFI and appeal to all UCO delegates, to take all necessary actions to support the budgetary requirements for the implementation and operation of WIFI in the Century Village.

Or, le sans fil dans notre village nous apparait une voie opportune de développement pour notre communauté dans son ensemble. Le sans fil est un atout pour les personnes âgées à mobilité réduite par exemple. Grâce au téléphone intelligent, une tablette, ou un portable, des personnes peuvent demeurer en contact avec leurs amis, leurs voisins, les services d'aide à la maison, voire l'assistance médicale si nécessaire. Le sans fil est aussi un atout et un outil de gestion fort prisé pour les gestionnaires élus de UCO, les administrateurs élus aux associations de condo, ou encore les divers regroupements de personnes composant la communauté de Century Village: tous se requièrent de la pertinence de jouir des facilités web et de son agilité virtuelle pour toutes formes d'échanges d'informations et de communications.

Nous, membres du Cercle des bons amis (CBA), croyons fortement à la pertinence de l'instauration du sans fil dans notre village. Nous apprécions certes le soleil de la Floride, mais nous apprécions tout spécialement notre village en contact avec le monde grâce à internet et le contact virtuel avec nos membres et amis, ceux du village et ceux que nous avons quittés dans notre lieu d'origine. Individuellement et personnellement, chacun de nous pourrait sans doute se contenter des services résidentiels que nous nous payons déjà pendant notre séjour en Floride. Or, dans un esprit communautaire et, pour le bien-être de notre collectivité,  nous croyons que le sans fil devient un incontournable dans une perspective de développement économique du village au bénéfice de tous nos résidents (sécurité, divertissement, communications virtuelles en temps réel, promotion du village, ouverture sur le monde, facilitation des transactions financières et immobilières, etc.). Bref,  nous les 600 membres du CBA, nos 9 membres élus au Conseil d'administration du CBA ainsi que nos 31 membres élus au Conseil d'administration de diverses associations de condo, reconnaissons que le sans fil est une voie porteuse pour soutenir le développement de notre village et en assurer sa pérennité économique.

Nous réitérons donc notre appui auprès du Président, David Israël et nous traduisons auprès de tout le comité exécutif chez UCO, de bien vouloir tout mettre en oeuvre pour appuyer les demandes budgétaires nécessaires à l'opérationalisation et à l'installation du sans fil au Century Village de West Palm Beach.

SOCIAL VILLAGE SENIORS --THANKSGIVING DAY DINNER

As many of you will remember, last year a group of resident's put forth their efforts, and successfully
held the 1ST THANKSGIVING DAY DINNER, in our Clubhouse Partyroom.....
As the "Originator" of this delightfull event, many requests have come my way, to once more replicate it and since I am now a member and publicity director of this newly formed club,
am pleased to announce that we will in fact be hosting "A Second Traditional Thanksgiving
Day Dinner" in the partyroom of our Clubhouse.
A Traditional meal, buffet style, catered by the Lincoln Culinary School, will be served.
Reservations Only, beginning Wednesday, October 2nd, followed by Friday, October 4th
and continuing throughout the month on Monday, Wednesday & Friday in the LOBBY
of the Clubhouse, from the hours of 1 to 4:30 PM...
Reservations are limited to the first 240 residents, preference given to Club members.
Cost is $25.00 per person, non refundable, Cash only.
Entertainment and Dancing will be provided for your added pleasure.

WiFi- The Handball Court of the 21st Century



There is one particular PRPC member who, at every meeting, loudly and frantically shouts her dire predictions of the future, should the Reflection Bay project be completed:

"The new units WON'T SELL, and will be filled with SECTION EIGHT RENTERS!!!!"

"Century Village will become a SLUM, for POOR PEOPLE, and CRIME WILL FOLLOW!!!!"

"It will be just like the BRONX after CO-OP CITY was built!!! THOSE PEOPLE will be living HERE!!!"

"Why would you not want to pay TWO CENTS PER DAY to protect OUR LIFESTYLE!!!"

Putting aside the hysterical and vaugely racist nature of these outbursts, this well-intentioned lady has a point.

The problem is, the future is already here.

According to Phyllis Richland, Century Villige is already crammed with desperately poor, cat food eatin' old people. She says so at every public opportunity.

The anticipated crime wave is already here, and the cause, as predicted, is inside the Village. Barbarian hordes are not scaling the five foot wall behind the Deli to steal our stamp collections and flat-screen TV's- they are driving through the gate with guest and resident passes. We are beginning to feed off ourselves.

If you are a resident with a five or ten year occupancy horizon, this is not a problem. You dump your unit and split for Boca. But if you like it here and want to stay, you have some work to do.

Our buildings are old- but they are very well designed and made. They are remarkably energy efficient, considering that they were built when energy was practically free. And, let's face it, the price is right. Our infrastructure is old too, but regular upgrades keep it all working.

The best feature of Century Village, the thing that keeps bringing in new people year in and year out, are the amenities. Like the buildings and infrastructure, upgrades are key. But our amenities also need to change with the tastes of the people that use them. When I was a kid, my Grandmother went up to the Kent Pool to do the laundry. It was a good idea in it's time. Laundry time was social time, and central laundries were easier for the developer to maintain. In the eighties, Homeowners wanted in-building laundries, and, building by building, the new amenity was provided.

WiFi is the new amenity that people want. If prospective residents ask about it, and all we can do is show them the handball court behind the Clubhouse, those people will move on. Then the only new people that will move here are the ones who have no other choice.

Then it will be time to split for Boca.

Paranoia

Paranoia...This is a word that has been thrown around quite a bit lately on the other blogs and in meetings, hence the definition provided:


par•a•noi•a (ËŒpær əˈnɔɪ É™) n.
1. a mental disorder characterized by systematized delusions ascribing hostile intentions to others, often linked with a sense of mission.
2. baseless or excessive distrust of others

Olga thinks "David Israel is lurking behind closed doors trying to discover your innermost secrets"
and he is "...itching to pound the keys of his computer and search for your hidden secrets. Why else would anyone in their right mind spend hours and hours at the UCO office after everyone has left?"

With idiotic comments like that, who sounds paranoid? Even by her own admission, she stated that David spends HOURS at the office when others have left. 
Sounds like a President that is dedicated to his job. A NON-Paying job, to serve his community
Sounds like someone that isn't shirking his duties even though the numerous distractions in the office and the constant disruptions during the day and during meetings.
Sounds like Olga and her cohorts are the paranoids.
But, I am not a doctor. I am not not saying that they have some sort of mental issue, but as I have had some medical training...well, I'll just let that be for now. Don't want to "upset" them. They may start accusing me of even more idiotic things.

October Delegate Assembly- 2014 Budget Vote Q&A

The next Delegate Assembly is three weeks away. Between then and now, the Delegates need to know what their options are, so that clear and easily understandable motions can be made.

Can the Delegates make a motion to add or remove specific line items to or from the proposed 2014 budget?

If so, will the successful vote on such a motion delay budget adoption?

If budget adoption is delayed, what will be the practical and financial consequences for CV Homeowners?

If Delegates are prevented from motioning to alter the proposed 2014 budget, then their only option would be to approve or reject the budget. If Delegates voted to reject, how long would it take for UCO to prepare a new budget for Delegate consideration and vote? Again, what would be the consequences of such a delay?

FINANCE COMMITTEE A DISGRACE....


A Disgrace, Finance committee....Most people were told that the meeting would ONLY go over the budget and no changes would be made.  BUT, because so many were afraid of the delegates voting down the budget they decided to make changes at this meeting.  DELEGATES..you are the ones in charge....VOTE THE BUDGET DOWN...and make every committee member sharpen their pens and their  brains....Let them start to think what is BEST for the VILLAGE.  Wake up delegates we NEED your input.   As being a resident that is away it was very frustrating NOT to be able to hear people speak...Not everyone used a mic and maybe we should invest money into BETTER mics. When a meeting is being taped NO ONE should be able to talk unless they use the MIC..Thank You......Barbara

Just a thought about the golf course


Just a thought about the golf course.

What if the golf course was to be developed by the owners of it,  to become more Century Village condos . This would make the village a safer place, it would only have to ways in and out. It would be more revenue for U.C.O. more for W.P.R.f. It would be more revenue for the County and the state . It also might put a lot of people at ease on all sides. If the owner of the golf course would consider this it might be more money for him too. Just a thought !

Delegate Assembly

I hate to be a skutch, but when is the September Delegate Assembly going to be available online?

SUNSHINE FOR FINANCE COMMITTEE

I missed the August Finance Cmte meeting and when I tried to track down info I found it was not listed in Open Meetings list, or on the Blog or IFFI. There were no preliminary packages handed out. Fortunately the PRPC and anti-WiFi were alerted.
I thought there would be a draft budget in the Delegate's package, silly me. And no Finance minutes yet. I did get a draft budget today. Some budget packets at reception in UCO would be useful.
One surprise item is the added line for Golf Course $1/each monthly = $94,250.00
What was the Finance Cmte thinking, from what I could almost hear on the blog video they did not discuss the repeated refusals by the Delegate Assembly to fund this legal pie-in-the-sky.
Note: After the disappointment of the first $25K gone,
the Delegate Assy voted NO to 99c motion in Sept 2012, and 98c motion failed,
2013 year of donation fund raising, ok.
In August Fausto asked for an assessment - UCO refused.
Then a Molinaro motion to take $30K from 2012 budget, Delegates voted NO.
In September the Delegates voted NO to the Golf line item that had been inserted in the budget by the Finance Cmte. Although it was a majority vote it was not the required 51% of the quorum because of non-voters.
The Delegates position is clear - 4 refusals for Golf money. There are many villagers who want Reflection Bay, many who do not want to enrich lawyers, many who have been disgusted by the behavior of Proact and PRPC, and many who are furious at the Finance Cmte actions.
The next Finance Meeting date is on the Blog and you can voice opinions only. (tell me if I'm wrong)
The next opportunity for the Delegates to change a line item in the budget will be at the October Delegate Assembly.
Let's hope there is better communication and no changes of dates.

Act of the Board of Directors."

Here is a start to review Jean Dowling's motion at today's Del Assy -
UCO Bylaws 11/2/12 
F. Quorum and Voting
"Unless otherwise provided in the Bylaws or otherwise required under the “Florida not-for-profit Corporation Act”, if a quorum is present when a vote is taken, the affirmative vote of a majority of the Delegates present is the act of the Board of Directors."

Here are the basic elements of Robert's Rules, used by most organizations:
1. Motion: To introduce a new piece of business or propose a decision or action, a motion must be made by a group member ("I move that......") A second motion must then also be made (raise your hand and say, "I second it.") After limited discussion the group then votes on the motion.majority vote is required for the motion to pass (or quorum as specified in your bylaws.)

I believe that the Board of Directors has now voted 4 times NOT to give money to Golf/PRPC related legal causes. We have agreed they will operate on donations which allows for wide variations of individual opinions.

My WiFi Savings

I'm looking forward to WiFi.
I will be able to save $25/month on internet connection, some people pay $50 and $80 for deluxe connection services.
I will be able to save $21 (29-8) month on local phone service going from AT&T to VOIP.
I will be able to save $10-$wow/month on long distance going from ECG to VOIP.
When I have a smart phone I can save all minute charges, no charge on WiFi.
and I will be connected wherever I am in the Village.

and then there is Skype, and VoipBuster, and Google calls ...

Suicidal

Guy refuses to get out of pool despite thunder and lightning all around this afternoon (Security tried too).
People who walk in Perimeter road instead of on pathway.
People who continue to drive car when their faculties are failing.

Just sayin'!

WiFi is on an unstoppable course where it will reveal itself as the prevalent communications technology of choice. It is only after its adoption here that WiFi will reveal its true power and savings.
