One phone call. Details below. I received your email notification sent via the BLAST email listserv and wanted to thank you for offering to assist those affected by Isaac as well as explain my particular predicament in the event there's any aid you could offer me and my staff.

I am Chief Financial Officer of Epona's Path Equine Rescue. Our facilities are located within the residential community of Deer Run located in Loxahatchee. 
-
Isaac has left our ten acres, our barns, and thus our horses, under some feet of water. In fact, the entire neighborhood is flooded, and some of our neighbors have been stranded in their homes for the last five days. 
-
The stagnant water has developed a foul smell. We are growing very uneasy with the thought of this stagnant water becoming a breeding ground for mosquitoes and diseases. 
-
We have been advised that if enough people express a concern an auxiliary pump can be used to extract the water. 
-
We are desperately looking for anyone who is willing to help by calling the Emergency Operations Center at 561-712-6400 and telling them about the horrible conditions with flooding since Sunday in Loxahatchee.

The more people that call, the more likely we are to get some help!

GENERATORS AND CONDO ASSOCIATIONS

There are lots of issues here, please think about this and do everything according to Code, also, these portable machines are noisy, so keep in mind neighbors who may not wish to listen to the noise, especially at night. The following reference should get you started.

Portable generators help make our lives a little more tolerable during periods of extended power outages. However, those benefits don't come without risk.
-
While operating, generators create Carbon Monoxide (CO) as a product of combustion. CO is a colorless and odorless gas that can quickly cause negative health effects, including death. Each year during hurricane season, local Fire Departments respond to many calls involving the effects of CO.
-
When utilizing a portable generator, think about how you can protect yourself and your family before you start it up. Always follow the manufacturer's recommendations to safely operate the generator.
-
We recommend that you never place a portable generator inside a building, under an overhang, or on a roof at least 10 feet away from the structure. Measure the distance from the roof overhang of the structure and go out 10 feet from there. Keeping the unit away from the structure will help reduce the possibility of buildup of exhaust that can seep in through attic vents.
-
Keep an eye on the wind direction. Even with sufficient separation, wind can push CO into a house, especially if doors or windows are open due to a power outage.
Have a carbon monoxide detector in the residence to alert you if fumes are building up.
-
Use gasoline very carefully. Only refuel a generator after it has cooled down. Store flammable liquids/gasoline only in approved containers.
-
Never store in excess of 25 gallons of flammable liquids/gasoline indoors if you live in a residence up to 3 units; and 10 gallons if you live in a residence of greater than 3 units.
Use remaining fuel in your car after the power is restored to limit the risk of fire or explosion in your home.
-
Make sure the generator is grounded so it does not pose an electrical hazard. Follow the NEC standards for the temporary wiring and load calculations. Never back feed the house through the 220 volt dryer outlet.

Our water leaves behind the Fire Dept on its way to the Lake Worth Water Management District Spillway, a gurgle today, was full force on Monday but did not overtop. Probably a 12” difference, note brown pipe was submerged on Monday.

Associations permitting dogs

Hi,
I have a friend who is interested in renting a condo this winter from October to April. She has a little dog so she is looking for condos that permit dogs. Would anybody have a few names of associations that do permit dogs. She would then get in touch wether with the owners who are wishing to rent or the real estate agent responsible. Thank you.

Armed only with his magic curtain rod, Manuel cleared out over a foot of water in minutes. We pulled out branches, leaves, plastic bags and who knows what. was covering our corner drain at Waltham G @ Clifton Ave. Our hero! And... for all those stalled  and floating cars... if you can't see the road man, just go back!

Seeing the floating dumpster made me wonder if we had much suite flooding?

I own a lovely unit in one of the Sussex buildings. We take pride in the upkeep of our building. However, there are some dog owners that choose to walk their dogs on property other than where they live. They should be prepared to pick up their dog's droppings. Instead, our building has to contend with dog droppings in the parking lot. Something should be done to take away the privilege of owning a dog if the owner does not respect the rights of others in CV.

NEEDED AT UCO REPORTER: PLASTIC DESK CHAIR MAT

If anyone reading this has, or knows of someone who has, a spare plastic desk chair mat with “lip” to fit under a desk and cleats underneath to grip carpeting, we have a need for at least one at the UCO Reporter office. We are looking for a mat in good condition about ¼-inch thick made of hard plastic. Area dimensions should be about 44 inches wide by 53 inches long (including the lip)—but give or take a few inches is okay. today we had a very satisfying meeting with the medical center. present were representatives of UCO and CERT along with Randy Schoenhaus and Ms. Alvarez of the medical center.

We discussed how we would interact with each other in time of an event such as a hurricane. they are going to provide three emergency kits for us each valued at $75.00. one will be in the UCO office and the other two will be available to CERT at the medical center.
-
We will be using their parking lot as a staging area for all distribution of food and water. The driver of their van lives in the village and he has a key to their building and we have his phone number so he will give us access to the building any time day or night when the need arises. medical personel will be in the village as soon as the threat is over and they can safely get here.
-
So, i repeat, a friend in need is a friend indeed and they have proven that axiom.

This being my first gathering of hurricane readiness items and info in Florida... a question for those who have been through these winds before.  I'm on the second level of a two-floor building. Should I crack the windows an inch... or just leave them shut?

They are the original windows, along with everyone else in my building (only two units have shutters.)

Borroto, I wanted to clarify what will happen if the winds exceed 45 mph.  In the past, Fire Rescue would stop dispatching emergency vehicles countywide when the winds exceeded 45 mph at PBIA.  Given how large our county is and the specific weather information now available at each Fire Station, emergency vehicles will be dispatched on a case by case basis depending on the conditions in each area. Emergency vehicles will be dispatched when weather permits even if other areas of the county are still experiencing severe weather conditions.

Due to a water main break in Century Village, West Palm Beach, a precautionary boil water notification has been issued today for the following areas:

 

All of Dorchester, Oxford, Canterbury, Cambridge and Sussex F, G, H, I and J buildings.

 

We advise that all water used for drinking, cooking, making ice, brushing teeth must be boiled prior to consumption.  Water should be brought to a rolling boil for one minute and be allowed to cool before utilization. We are working on correcting the problem and we will re-notify those affected customers when the precautionary boil water order is no longer in effect.

SHORELINE RESTORATION - RESTORATION PRESERVATION

 As you are undoubtedly aware, we have spent millions of dollars on Shoreline Restoration of the lakes, canals and lagoons of Century Village. Now, the primary goal is to maintain and preserve this work for as long as possible. Recently we had an Engineer brief the Operations Committee on a new look at how we should do business in this regard, it is important that we all read and understand this approach for a more Natural and enduring solution to this problem, in brief, less pruning and manicuring and more littoral (aquatic) plantings. Following is the Engineers report, graphics have been added by the Blogmeister.

Re: Lake Bank Erosion and Control

Dear Mr. Israel:

It was great meeting with you on July 13th. On July 27th, Robert

Walker and I met with Jan Bockmeulen to select a location within the lake behind the clubhouse for installation of a staff gauge to monitor lake levels. Afterwards, Bob and I conducted a preliminary field review of lake banks/shoreline at Century Village of West Palm Beach where geo-filter tube erosion barrier was constructed by Anchor Marine Environmental Services.

-

Following is a summary of our visual observations:
-
• At the outfall structure, we observed water from the lake system
flowing over the weir indicating lake levels were at or above 14.2 Ft. NGVD. (National Geodetic Vertical Datum)
-
• Although we did not review the entire shoreline, along the sections of shoreline we did review the top of the existing geo-filter tube (GFT) appeared to be at or just below the water, and the face of the GFT was mostly submerged and not exposed to direct sunlight.
-
• It appears that a drop in lake levels (e.g., during dry conditions)
would leave the face of the GFT exposed to direct sunlight except where naturalized plants have been allowed to take priority.
-
• Some of the lake banks are maintained/mowed right down to the
water's edge. This clean edge does not allow for any naturalized areas to develop along the lake banks. Based on these observations, our recommendations are:
-
1) Routine inspections of GFT, especially during dry conditions, are necessary to identify any GFT exposed to direct sunlight. Those areas of the GFT not vegetated and exposed to direct sunlight will need to be sodded.
-
2. To encourage natural plant growth along the shoreline: a.) no
mowing within 5 feet of the shoreline; b.) stop using weed eaters on the lake banks; and c.) instruct lawn services to comply with these guidelines.
-
3) To control aquatic weeds without damaging shoreline plants and grasses, reduce the amount of herbicides in the lakes and discontinue applications of herbicides near the shoreline.
-
Once a year, or when necessary, eliminate exotic/nuisance plants along the shoreline by hand. If you have any questions, please do not hesitate to call me.

Beginning on July 8, 2012, the Palm Beach County Department of Airports (DOA) will begin a project to rehabilitate the primary air carrier runway, Runway 10L-28R, at Palm Beach International Airport (PBIA).

Runway 10L-28R is 10,000 feet in length and provides the primary arrival and departure surface for both air carrier and general aviation (GA) aircraft operating into and out of PBIA. 
-
At the present time, the project is scheduled to be complete in early November 2012, prior to the holiday travel season. 
-
During the construction period, there will be numerous nightly closures of Runway 10L-28R, resulting in the occasional use of the crosswind runway, Runway 14-32, to accommodate those aircraft utilizing the airport late at night or early in the morning.

I THINK I'M GETTING CLEARER . . .

I’ve been trying to understand the two opposing points of view in the Village on UCO’s financial situation, as some might recall from a recent Blog comment I made, and think I’ve made some progress. You can be the judge.

There are budget items that can be predicted fairly accurately. Some of these would come under Operating Expenses and some would come under Reserves. Electric, Water, Buses and Security are examples of the first. You know enough ahead of time to factor in for inflation, and contracts control the cost of some items.

Even in Reserves, where money is set aside for expenses that don’t occur every year, some expenses are fairly predictable. Painting might be an example.

The problem comes with the unpredictable items, whether in a Reserve category or an Operating Expense category. How much do you set aside for unexpected legal costs, for hurricane-related expenses, for a 100-year drought, for a natural disaster that causes electric rates to triple, for two sinkholes to appear in one year, etc.?

Unless you are a multi-millionaire, you can’t set aside enough money to cover all catastrophes that might happen. You can’t have a sufficient cushion in every category of the budget. So you set aside money to cover a couple of major contingencies (how much is a judgment call, of course) and hope that by the Law of Averages you won’t have to deal with three or four disasters at the same time. To put it in terms of a family budget, let’s say they have set aside money to someday buy a small summer cottage on a lake. But they have a very sick child with medical expenses. They use the summer cottage money to pay for the child’s care. It’s not anathema to transfer the funds.

UCO gets its money from the 309 associations but ultimately from each one of us, the owners of units. We aren’t in the “multi-millionaire” class. I don’t think we can cover ALL the bases when it comes to having a sufficient cushion in ALL possible disaster categories occurring at the same time. A balance must be struck between planning ahead, setting aside some monies, and keeping things affordable for 8000 owners who are NOT wealthy people.

Project Runway

PBIA is rehabbing (paving) their main runway so we will get more night time noise until Nov 11^th or thereabouts. We get traffic that uses their crosswind runway under these circumstances and in bad weather.

Planes are restricted from takeoff after 11pm but there is no curfew for incoming. e.g. early this morning planes at 12:41 am - damn, 1:31 am - curses, 2:35 am - sleeping pill + headache.

The noise phone # is 471-7468, but they already know what I think about the past 2 weeks.

PBIA will also send warning notices in future for Dave's Information Forward Initiative.

condo fees

if a situation arises  where condo fees cannot be totally met are there steps one can take  to forestall more hardship..there already has been   apts  which  have  gone into  foreclosure  and  our  condo  fees have  increased..in a preventative  mode  is there anything one can do   to   reduce   the fees,thx

Guest Call-in not working

I just tried calling in a friend that is coming for me today.  The problem was that the call-in just keeps repeating the message to leave the name of your guest after the beep but there is no beep.  After hearing the message four times, I hung up and called security direct to give them my friend's name so we can make our trip to Jupiter today.

Following is a letter from a unit owner and Board member, it expresses thanks for the efforts of UCO. I am publishing it so that all readers will realize that despite continuous disruption of our Delegate Assembly by a very few virulent malcontents, there are those of you who do appreciate the incredible range of services that UCO provides, day-in-and-day-out.

It is an unfortunate sign of the times, that I feel it necessary to redact all identifying information, lest, our malcontents badger this person!

OLYMPIAN THRILLS

I haven’t been stuck to the tube watching the Olympics this year, but every now and then I tune in. On Friday I watched what will surely remain a sports highlight for me for some time, the final in the women’s 10,000 meter run. Claimed by some to be the greatest long-distance woman runner of all time, Tirunesh Dibaba, of Ethiopa, was said to be the one to watch in this race. She was.

10,000 meters is a little over six miles, so the race took about 25 laps around the field. The commentators kept saying to watch for Dibaba’s finishing kick, which was reputed to be astonishing. They said the entrants from other countries, especially the Kenyans, would be trying to draw out Dibaba’s energy during the middle stage of the race.

For about half the race Dibaba was in the middle of the pack of runners. Then she moved up among the first four. With a lap and a quarter to go, she was in second place when suddenly she put it into overdrive and BLEW by the lead runner, a Kenyan, establishing a HUGE lead over those in the first positions, who themselves were already “lapping” the slowest runners. (“Lapping” means passing them a second time on the track because they were a whole lap behind.) I have never seen anything like this tremendous, sustained burst of speed except (sorry to make the comparison this way, but I can think of no other) in that Triple Crown horse race many years ago when the great Secretariat won by multiple lengths over the other racehorses.

This morning I think they will be showing the men’s tennis finals. As in the recent Grand Slam Wimbledon finals, Roger Federer will be playing Andy Murray. Federer won Wimbledon, perhaps establishing himself as the greatest tennis player of all time, though some will argue with this. It dashed England's hopes to have a British (actually Scottish) Wimbledon winner for the first time since 1934. The Olympics final, though not a Grand Slam "major" tennis match, will be played AT the Wimbledon tennis arena. It will be very satisfying to the British if Murray wins. I wish him well. 

I’m sure everyone has their favorite Olympics stories. I wonder what some of yours are.

HANLEY CENTER SEEKS PHOTO MODELS FROM CENTURY VILLAGE - I'M READY FOR MY CLOSE-UP MR. DeMille!-

Hanley Center is updating its marketing materials and would like a few residents from Century Village to be our volunteer models for a photo shoot on our main campus.  Here are the details:


Wednesday, August 22, 2012
Hanley Center 
Main campus located at 5200 East Ave., West Palm Beach, FL 33407


Arrive at admissions office at main campus.  Please arrive at 9:50 a.m.
10 a.m. – 1 p.m. 
Lunch, beverages and snacks provided 
Volunteer models needed: 


3 men, ages 45-65 to be featured as “Boomer” patients


3 women, ages 65+ to be featured as “Older Adult” patients


Photos to be used in Hanley Center’s Marketing Materials:
Volunteers will be used in photos, which will be published in Hanley Center print and online marketing materials. Models may be used as blurred figures in backgrounds, as patients speaking to a therapist or as patients in group therapy. The images will be taken both indoors and outdoors. There will be quite a bit of down time because time is needed to set up each photo.


What to wear:
Casual attire.


Men: pants/collared or button down short sleeve shirts. Shoes can be sneakers, slip ons, but no flip flops.


Women: capris, casual skirts, slacks, blouse, collared shirts. Shoes can be flats, sneakers, sandals, but no flip flops.


For all models:   Please wear solid colors, no prints. For your shirts, please select a color—no black or white tops, please.
